Foreigners in Sabah were given citizenship by BN under the stewardship of Mahathir to create a bank of voters for UMNO.
Ex-ISA detainee Hassnar Ebrahim,
in an interview reported in BERNAMA, exposed a Malaysian identification card (IC) scam known as Project IC in Sabah.
Malaysiakini reported that the powerful KadazanDusunMurut (KDM) Task Force in Sabah want “Hassnar to be held accountable for his admitted role – which he “regrets” – in placing 15,000 illegal immigrants on the electoral rolls after 1985″.
Malaysiakini also reports that Hassnar has also publicly alleged several times that other operatives committed the same offence for 135,000 illegal immigrants between 1970 and 1985.
Two days ago, Malaysiakini reported that Dr. Chong Eng Leong, who has been fighting a lonely battle to ‘shame the federal government into admitting that MyKads have been issued to illegal immigrants in Sabah’, has given up.
“The federal government continues to hide behind blanket denials. My successful court battle in Likas in 1999 – and book, ‘Lest we forget’, are a matter of public record.”, Dr. Chong is reported to have said.

That court battle that Dr. Chong speaks of culminated in a decision by Justice Muhammad Kamil Awang, declaring the Likas election in 1999 null and void. For those of you who would care to read the judgment in full, the same, in PDF, is linked below.
I would urge you to take time to read this judgment in full as it is a damning testimony of the absolute travesty that the Elections Commission has become.
If you do not have the stamina to plough through the entire judgment, at least read in entirety from pages 172 to 181.
One of the grounds raised in the petition in court, in disputing the Likas election results of 1999, was that the Election Rolls 1998 which were used in the state election in March 1999 for the Likas Constituency was illegal as it contained the names of non-citizens and persons who had been convicted for possession of fake identity cards.
Let me share with you some telling findings by the learned judge,excerpted from his judgment.
“It is public knowledge that the presence of a large number of illegal immigrants in Sabah has been for quite some years, and that there are numerous cases of illegal immigrants who have been registered in the electoral roll as voters using fake identity cards or identity cards illegally obtained. This is of grave concern to the Sabahans in particular, and in general to all Malaysian citizens” – paragraph d at page 173 of the judgment.
“The SPR has to face the truth. The 4,585 objections in List A were cases of persons having dubious identity cards or persons who had been convicted of having fake identity cards. The people who raised the objections were exercising their rights as citizens, and it is unthinkable that the SPR should shut-off the objections in List A without a public inquiry. It is a constitutional wrong for SPR to have rejected the objections outright. More importantly, it is wrong for SPR to allow non-citizens and disqualified persons to be on the electoral roll as voters. It appears that the certification of the electoral roll for the 1998 Likas Constituency by SPR ultra vires the Constitution and is in fact illegal” – paragraph g at page 175
“How easily many of the immigrants, Filipinos and Indonesians, had obtained citizenships in this maner, ie, through their applications for identity cards, was well illustrated by the testimony of Asainar b. Ibrahim @ Hassan, (PW11), a former District Chief for Bandar Sandakan from 1982-1985″ – paragraph f at page 177
“The instances of non-citizens and phantom voters in the electoral roll as disclosed at this trial may well be the tip of the iceberg. “Phantom”, according to the Concise Oxford Dictionary, 9th edn, means a form without substance or reality; a ghost; a specter, and in the context of a phantom voter, it means that the voter is a non-citizen who is in an electoral roll by virtue of a fake identity card or identity card obtained illegally. It cannot be denied that the registration of voters in the Likas electoral roll was in contravention of the law. No one, including the government department or institution, is above the law” – paragraph h at page 178
“It appears that the SPR had deliberately or knowingly sent those letters (exh. P21 and P22) that prohibit the holding of a public inquiry (except in cases of death or loss of eligibility). No one knows the reason or the rationale for doing so, this is best known only to the SPR. It is obvious that the SPR’s lack of action in holding a public inquiry in the face of the objections is unacceptable. Therefore the certification in December 1998 of the electoral roll for Likas Constituency was not bona fide. The failure of SPR to maintain an electoral roll in accordance with the law makes the electoral roll illegal. Such is the case in the 1998 electoral roll for Likas Constituency (N13). I would in the circumstances, uphold the petitioner’s petition that the 1998 electoral roll for Likas Constituency (N13) was illegal” – paragraphs c, d and e at page 179
Dr Chong also said that ‘former Prime Minister Dr Mahathir Mohamad in particular had a lot of explaining to do on the matter but chose to remain silent despite his name cropping up regularly in court cases, books and media reports’.
“…Dr Mahathir is very vocal on many issues but when it comes to the issuance of MyKads in Sabah, he’s petrified to the point of complete silence. Dr Mahathir is the key to this whole MyKad puzzle in Sabah involving illegal immigrants and the extraordinary population increase in the state.”
Dr. Chong’s suggested solution : kick BN out in the next elections so that a new state government can initiate a Royal Commission of Inquiry into the issuance of MyKads to illegal immigrants.
This low-life of a former Prime Minister almost lost the UMNO elections in 1986-1987 ( some say he in fact lost but, in true Mahathir fashion, cheated and pulled through with a margin 0f 43 votes ) and decided that his political survival, henceforth, was never to be left to chance.
So with the birth of UMNO Baru, the party constitution was set so that practically no one could garner enough nominations to ever challenge him again.
His presidency in UMNO secure, he now had to make sure that his Prime Ministership and UMNO’s reign could be secured by an unassailable bank of voters.
And Sabahans today must pay the price for this man’s insane quest to hold power!
I was told, when I was in Kota Kinabalu for the SABM forum in March, that many Sabahans fear that today they are outnumbered by Mykad-holding foreigners.
Yes, thanks to Mahathir, these Mykad-holding foreigners will now have a greater say in who runs the state and, through their representation in Parliament, the fate of our nation.

On another note, when Mahathir used the nation’s resources to create a group of super rich bumiputras so that these elite group could help the poor bumiputras of the nation once they becomes super wealthy, then, the wealth of these elite groups should belong to the nation to be used to for the benefit and welfare of their poor brothers and sisters.
Now, when these elite groups refused to use their new found wealth for the benefit of their poorer brothers and sisters as envisaged under the plan, then, should not the government seize these questionable financial achievements to ensure that what the government had previously given are not all together lost.
The bailout of his son is a case in point. How can they justify locking away their current wealth for their own personal use when the government had poured loads and loads of bailout monies to ensure that they could remain super-rich???
My take on this matter is that if government funds are used to bailout or prop-up their businesses, then, whatever wealth they currently have should belong to the people.
This way, once the people knows of and recognises that the wealth of these selected individuals had been acquired through enormously, unnaturally generous government assistance/contributions and when these elite individuals refuses to use their wealth to assist their poor community as was intended, then, these individuals loses their rights to their newly acquired wealth and their wealth should be seized and returned to the nation’s coffer for the benefit of the intended community.

The big problem here is that many of these foreigners who have illegally obtained ICs have advantage over non-Muslim Bumiputeras in terms of business and educational opportunities by virtue of being Muslims! Just read the names on the taxis and minibuses in KK, you would find many names belonging to a certain community from south of the border!

I have lived in Kota Kinabalu for 14 years and I can tell you for SURE there are illegal immigrants swarming the streets, not only in KK but in every town in Sabah. This has been a perennial concern of every Sabahan for decades. They have voiced it out to the BN government but very little has been done so the problem still persists until today.

All the Land Settlement schemes operated by the Sabah Government and the Federal Government in Sabah have these project IC people. All these people, some from Suluwesi and some from Pakistan have ICs. We should ask the Chief Ministers then; Tun Mustapha, Harris Salleh, Pairin K. As Dr. Phang H. C. said, “Sabah deserve the BN Government”.
Sabah is a rich state; it has timber, plantations, and oil. Its development is far behind in comparison. How sad.

Well, I agree with most of the comments. We have to blame the government for allowing the illegal immigratnts to enter Sabah ‘freely’.
There used to be 2 ferries from Zamboanga to Sandakan namely Danica Joy and the Sampaguita. They would transport Pinoy from the southern Phillippine twice a week. Normally the ferries would be FULL HOUSE from Zamboanga. BUT it would be almost empty when they return from Sandakan to Zamboanga.
It had been happening for the past 30 years! Just imagine the influx of the illegal immigrant. Still couldn’t get it? They enter Sabah with passport but they would not bother to go back. Do you think the immigration is eager to locate them? There are almost half a million illegal immigrants in Sandakan alone!
The same thing with Tawau. The bugis from the nearby Indonesian islands can easily enter Sabah. They would then stay in Sabah and reproduce. Their children will automatically be granted ‘bumiputera’ status.
We are hopeless. Sabahan cannot do it alone because more people with fake IC are voting. They outnumber the local. How can we win the election? The only way is to get a new Malaysian Government who is more concerned with our fate. Remeber fellow Sabahan… we need to educate our people. we need to remind our parents and children that our future is really in danger. In five years, the ‘outsiders’ will govern our state. Former minister Dr Patwari is a bugis. His father is a pure Indon. Land&Survey director, Osman Jamal is a Bugis. He has been kind to his people by giving them lands throughout the state.
Somebody please help us. We are outnumbered!

To the uninformed west malaysian brothers and sisters, the PBS(Parti Bersatu Sabah) government never lost the state elections until 1994 when they won by a slim seat margin and Lajim Ukin was the first to jump ship to UMNO in the name of better future for Sabah(sounds familiar?Perak??) because at that time Sabah dominant races were still the real locals (indigenious people)…by the way , did you know they are more than 70 sub-etnics tribes in Sabah?
And the then Menteri Penerangan the late Mohd. Rahmat even admitted in his book that he was instructed by Dr.Mahathir to do media blackout on Sabah except that for stories that the frogs were jumping for a better Sabah future..(thank God for alternative media internet now).
And mind you, it was Anwar Ibrahim who was tasked by Dr. Mahathir to head BN on the 1994 election! I still remember clearly what he said..Kita Roboh Rumah PBS!!…and i’m sure Anwar also knew that illegal immigrants were also used to get votes for UMNO in Sabah 1994 state election.

But if you think that is bad. Wait until you see what the likes of Najib and Muhiyiddin will do come GE 13 and they BN is not kicked out. Once UMNO/BN have given up hoping to win back non-Malay voters. They will marginalise them with force – first by placing these illegal immigrants and uniform forces in key constituency to ensure that UMNO/BN gets 2/3 majority and THEN they will change whatever they need to change from gerry-meandering to constituttional change that even if ALL the non-Malay voted opposition, BN will never be threatened.
Only thing left will be armed-violence which is actually inevitable. So forget whatever issue. Arm violence is unavoidable in this country. Its too late. The solution is to have it earlier so that it will be less and quicker to recover. Drag it out and the violence will be worst and longer to recover.

today, these pti’s have become so bold, arrogant and cocky malaysians because of their ill gotten citizenship and of course, what comes naturally is the religion.. which the present regime condones and welcomes with open arms. bottomline is government ignoring this blatant lie…deny deny deny !! Just like the recent denial by the Sabah NRD chief !! Year in year out, same thing !deny deny deny !!
The authorities are condoning this wanton awarding of ICs to PTIs because these pti are, in their words “saudara kita bah…!” [read:saudara kita sebab dia muslim]. To top it all. most top post in government post ie imegresen, NRD, JKR, MBKK are headed by muslims either from west or from some breed which was not originally in sabah/borneo. no more local natives are afforded these jobs.. because they are not muslim.
Seems to me that in short, it means only malays or muslims are entitled to earn a living in this country, while the rest …”to hell with you…” .
the infrastructure roads in sabah was done under the colombo plan, with workers from india. there was tight security to ensure all these workers were sent back once the roads to sandakan from kk were completed. none was left to chance..sa rasa kalo dia org agama muslim, tiada juga kena hantar balik kan kan kan?

Yes…. ask these PTI’s to sing our National Anthem ! easy test ! ANy malaysian born irrespective how “mundur” they are can surely sing our National Anthem.
I interviewed a Suluk muslim man from sabah for a recent job interview..this guy, date of birth is classified under “late registration”, has gone thru the malaysian system, even studied Law in UIA…and today is part of the society. But his “pilak” slang was so obvious that it gave away what the goverment has been doing since the 1990s. Asked him some local history questions…. and the answer was preety obvious !! One wonders how many of these people are today living among us in Peninsular, let alone Sabah !
So who shall be charge for treason ?
